This information recording medium includes two or more information layers, and records or replays information when irradiated with a laser beam, wherein: of the two or more information layers, at least one information layer is a first information layer, and the first information layer includes, from the side far from to the side close to the laser beam irradiation surface, a first dielectric film and a recording film in this order; the first dielectric film includes at least Zr and oxygen, and further includes at least one element D1 selected from Zn and Sn; when the total number of atoms of Zr, oxygen, and the element D1 is 100 atm%, Zr accounts for 3-26 atm%, and the element D1 accounts for 10-43 atm %; the recording film includes at least W, Cu, Mn, and oxygen, and further includes at least one element M selected from Zn, Nb, Mo, Ta, and Ti.
